 - Membership: Only registered members of The Horn Forum can participate in auctions.

 - Age Requirement: Participants must be at least 18 years old.

 - Account Standing: Members with suspended or restricted accounts are not eligible to participate.

 

 2. Listing Rules

 - Item Description: Provide a detailed and accurate description of the item, including condition, brand, model, and any defects.

 - Images: Upload clear, high-quality images of the item. Ensure the images accurately represent the current state of the item.

 - Starting Bid: Set a reasonable starting bid that reflects the item’s value.

 - Reserve Price: If applicable, set a reserve price (the minimum amount you're willing to accept).

 - Auction Duration: Specify the duration of the auction. The default duration is 7 days.

 

 3. Bidding Rules

 - Placing Bids: Bids must be placed through the auction interface. Bidding outside the platform is not allowed.

 - Bid Increments: Follow the specified bid increments when placing bids.

 - Binding Bids: All bids are binding. Once placed, a bid cannot be retracted.

 - Proxy Bidding: Use the proxy bidding feature to automatically place higher bids up to a maximum amount set by the bidder.

 

 4. Payment and Transactions

 - Payment Methods: Acceptable payment methods include PayPal, credit cards, and other secure payment options specified by the seller.

 - Payment Deadline: Payment must be made within 5 business days of the auction’s end.

 - Transaction Fees: Any transaction fees (e.g., PayPal fees) are the responsibility of the buyer unless otherwise specified by the seller.

 

 5. Shipping and Handling

 - Shipping Costs: The buyer is responsible for shipping costs unless otherwise specified by the seller.

 - Shipping Time: Sellers must ship the item within 3 business days after receiving payment.

 - Tracking: Provide a tracking number once the item is shipped.

 

 6. Dispute Resolution

 - Disputes: If there is an issue with the transaction, contact the other party to resolve the matter.

 - Escalation: If the issue cannot be resolved, contact The Horn Forum support team for assistance.

 - Refunds and Returns: Refunds and returns are subject to the seller’s policy, which must be clearly stated in the item listing.

 

 7. Penalties for Non-Compliance

 - Failure to Pay: Buyers who fail to pay within the specified timeframe may be banned from future auctions.

 - Failure to Ship: Sellers who fail to ship items within the specified timeframe may have their auction privileges revoked.

 - Misrepresentation: Misrepresenting an item may result in listing removal and account suspension.

 - Abuse of the System: Any attempt to manipulate or abuse the auction system will result in 

immediate account suspension.

 

 8. General Conduct

 - Respectful Communication: All participants must communicate respectfully and professionally.

 - Compliance: Adhere to all forum rules and policies in addition to these auction guidelines.

 

 9. Amendments to Guidelines

 - Updates: The Horn Forum reserves the right to update these guidelines at any time. Members will be notified of significant changes.

 

 10. Auction Fees

 - Final Value Fee: The Horn Forum will charge a 15% fee on the final auction price. This fee will be automatically deducted from the seller’s proceeds.

 - Fee Calculation: The fee is calculated as 15% of the final auction price, excluding shipping costs.

 - Payment Processing: The fee will be processed through PayPal.

 

 11. Legal Compliance and Liability

 - Compliance with Laws: All participants must comply with applicable local, state, and federal laws and regulations.

 - Disclaimer of Warranties: The Horn Forum provides the auction platform "as is" without warranties of any kind, either express or implied. The Horn Forum disclaims all warranties, including but not limited to, implied warranties of merchantability, fitness for a particular purpose, and non-infringement.

 - Limitation of Liability: The Horn Forum is not liable for any direct, indirect, incidental, special, consequential, or exemplary damages, including but not limited to, damages for loss of profits, goodwill, use, data, or other intangible losses, resulting from the use or inability to use the auction platform.

 - Indemnification: By participating in the auctions, you agree to indemnify and hold harmless    

 

The Horn Forum, its affiliates, officers, agents, and employees from any claim or demand, including reasonable attorneys' fees, made by any third party due to or arising out of your violation of these guidelines or your infringement of any intellectual property or other right of any person or entity.
